Overview

Establish a Canadian water sovereignty pricing framework before escalating US water stress forces the terms. Three components: (1) Canadian Water Sovereignty Register — formal assertion of beneficial ownership over all Canadian freshwater resources, including shared boundary waters; (2) Water Export Licensing Authority — any bulk commercial extraction above 50,000L/day requires a federal licence with a sovereignty premium priced to reflect strategic scarcity value; (3) Great Lakes Compact Protection Protocol — establish Canadian legal position that the Great Lakes-St. Lawrence Basin is a Canadian strategic reserve, not a continental commons, before US political pressure redefines the Boundary Waters Treaty.

Problem Statement

Canada holds approximately 20% of the world's surface freshwater. The Colorado River is in permanent shortage. The Ogallala Aquifer is being depleted at 1.5× natural recharge. Lake Mead has been in shortage declaration since 2021. Seven US southwestern states are in ongoing water crisis. Canada currently charges nothing for the strategic privilege of being the world's largest freshwater holder. The 1909 Boundary Waters Treaty and 2012 Great Lakes Compact protect shared waters, but neither establishes Canadian sovereign pricing authority. As US water stress escalates — us_water_demand_pressure_index at 45/100 and rising — political pressure to reframe Canadian water as a continental resource under CUSMA will grow. The time to establish the legal framework is before the desperation politics begin.

Proposed Approach

The proposal is deliberately NOT about prohibiting water export or confrontation with the US. It is about establishing the legal architecture before the crisis arrives. Component 1: Canadian Water Sovereignty Act — declare all Canadian freshwater a sovereign strategic asset in federal legislation; establish the Canadian Water Sovereignty Register. Component 2: Bulk Water Export Licensing — any extraction above 50,000L/day for export purposes requires a federal licence; fee structure: $0.002/litre for surface water, $0.005/litre for groundwater (reflecting recharge scarcity). Exemptions: boundary water treaty obligations, humanitarian emergency, Indigenous water rights. Component 3: Great Lakes Strategic Reserve Protocol — Canadian declaration that GLB water is a strategic reserve; any future treaty amendment requires Senate ratification; establish annual Canadian Water Sovereignty Index published report.

Anticipated Impacts

water_export_licensing_revenue rises from $0 to $0.2-0.8B/year as licensing regime activates; freshwater_strategic_reserve_index rises from 78 to 88-92 as legal framework strengthens position; great_lakes_agreement_stress_index stabilizes or declines as Canadian legal position hardens; us_water_demand_pressure_index continues to rise exogenously (Canada does not control this); NOTE: as us_water_demand_pressure_index rises above 65, model should test whether great_lakes_agreement_stress_index follows — this is the scenario the framework is designed to manage before it becomes a crisis.

This proposal is active in the Ducklings causal simulation (Epoch 100). The simulation models downstream effects using a BFS cascade engine with strength-weighted, time-delayed edges capped at 3-hop depth and ±25% per-hop limits. Cascade outputs are bounded by variable saturation thresholds.
