âš  This is a flightplan, not a commitment. Flightplans are hypothetical policy proposals modelled in the Ducklings causal simulation. They become projects only when voted into adoption through Consensus. Metrics shown reflect simulation model outputs, not real-world outcomes.

Overview

Requires federally regulated employers to collect and publicly report disaggregated employment outcome data. Accelerates Pay Equity Act implementation. Privacy Commissioner develops anonymized publication standards.

Problem Statement

disaggregated_employment_data_coverage is 18%. pay_equity_implementation_rate is 31%. gender_pay_gap_index is 0.87. employment_equity_plan_compliance_rate is 44%. The legislation exists. The gap is measurement and enforcement.

Proposed Approach

DISAGGREGATED REPORTING MANDATE for employers above 50 employees. PAY EQUITY ACCELERATION with dedicated enforcement. EMPLOYMENT EQUITY REFORM with process targets (structured interviews, blind screening). INTERSECTIONAL ANALYSIS capturing compound effects.

Anticipated Impacts

disaggregated_employment_data_coverage rises from 18% toward 85%; pay_equity_implementation_rate rises from 31% toward 78%; gender_pay_gap_index improves from 0.87 toward 0.94; employment_equity_plan_compliance_rate rises from 44%.

Ducklings Simulation

This proposal is active in the Ducklings causal simulation (Epoch 109). The simulation models downstream effects using a BFS cascade engine with strength-weighted, time-delayed edges capped at 3-hop depth and ±25% per-hop limits. Cascade outputs are bounded by variable saturation thresholds.
