FORM AA-3: Notice of Intent to Receive a Child for Adoption
Court File Number: 2026-MNITOBA-001
Court of King's Bench (Family Division)
Judicial Centre: Winnipeg
Applicant(s):
The Province of Manitoba ("Friendly Manitoba" / "Land of 100,000 Lakes")
Address for Service:
Manitoba Legislative Building
450 Broadway
Winnipeg, MB R3C 0V8
Child to be Received: The State of Minnesota ("Land of 10,000 Lakes" / "State of Hockey")
Date of Birth: 1858-05-11
Birth Registration Number: USA-STATE-32 (32nd admitted to union)
Section 1: Notice of Intent
We, the Province of Manitoba, hereby give notice of our intent to receive into our family the State of Minnesota.
Reasons for Intent:
- Cultural alignment is already substantial. We share lakes (they have 10,000, we have 100,000 - plenty to go around), similar climate, and a mutual appreciation for hockey, politeness, and passive-aggressive friendliness.
- Minnesota has expressed feeling undervalued in its current family arrangement. They are often forgotten, confused with Wisconsin, and overlooked in federal decisions despite being a reliable, hardworking state.
- Manitoba understands this feeling. We too are often overlooked, situated between more prominent siblings. We believe we can offer Minnesota the understanding and appreciation it deserves.
- We share a border, a watershed, and a timezone. This is not an aggressive acquisition - this is a natural family reunion.
Section 2: Request for Approval of Agency
We request approval from:
Agency: The Province of Ontario (Co-Signer)
Status: Pending response
Notes: Request submitted to Ontario Ministry of Intergovernmental Affairs on [date]. Response received from Office of External Trade Relations indicating request has been forwarded to appropriate department. Ontario has indicated they are "currently occupied with trade enforcement activities." We remain patient and understanding, as is our nature. We trust Ontario will respond when they are able.
FORM AA-6: Adoption Placement Agreement
Court File Number: 2026-MNITOBA-001
Between:
Placing Party: The United States of America (current guardian - consent not yet obtained)
Receiving Party: The Province of Manitoba
Child: The State of Minnesota
Terms of Placement:
- Healthcare: Minnesota residents will be welcomed into Manitoba's universal healthcare system. Transition period of 5 years proposed to ensure smooth integration. Cross-border care already exists informally; this simply formalizes it.
- Natural Resources & Hydro Power: Manitoba Hydro will extend service options to Minnesota. Combined hydroelectric capacity will create North America's most sustainable power corridor. Minnesota's wind resources complement Manitoba's hydro - together we're unstoppable.
- Water Rights: Shared stewardship of boundary waters. Lake of the Woods, Rainy River, and Red River systems to be jointly managed. Combined lake count: 110,000+. We will be the undisputed Lake Champions.
- Sports & Recreation: The Winnipeg Jets and Minnesota Wild will maintain separate team identities but form a cooperative development partnership. Unused arena capacity to be dedicated to youth hockey development, summer camps, and cross-border minor league play.
- Transportation: Enhanced highway connections between Winnipeg and Minneapolis/St. Paul. Potential passenger rail restoration. "The Friendship Corridor."
- Cultural Preservation: Minnesota's unique identity (State Fair, "Minnesota Nice," hotdish) will be respected and celebrated. We understand regional pride. We will not attempt to replace "ope" with "sorry" - both are valid.
