PROVINCIAL COURT OF SASKATCHEWAN
FAMILY DIVISION
FORM SK-AD6: DECLARATION OF FAMILY CIRCUMSTANCES
Home Study Assessment for Prospective Adoptive Parent
PART A: APPLICANT IDENTIFICATION
| Full Legal Name: | Province of Saskatchewan |
| Also Known As: | "The Land of Living Skies," "The Wheat Province," "Saskatchewan" (there's only one pronunciation, despite what outsiders think) |
| Date of Establishment: | September 1, 1905 |
| Age: | 119 years |
| Capital: | Regina |
| Largest City: | Saskatoon |
| Current Population: | Approximately 1.2 million |
| Total Area: | 651,036 km² (about to get larger) |
PART B: FAMILY COMPOSITION
Current Household Members:
- ~1.2 million residents (diverse mix of urban, rural, agricultural, and Indigenous communities)
- Several million cattle (they don't vote, but they're present)
- Countless gophers (they're family too)
Existing Children (Regions/Territories):
- Northern Saskatchewan (the adventurous one)
- Southern Saskatchewan (the agricultural one)
- Various municipalities, towns, villages, and hamlets (all loved equally)
Extended Family:
- Manitoba (sibling, to the east)
- Alberta (sibling, to the west)
- Northwest Territories and Nunavut (northern relatives)
- Other Canadian provinces and territories (the broader family)
PART C: PHYSICAL HOME DESCRIPTION
Geographic Features:
- Terrain: Predominantly flat prairie (highly compatible with the Dakotas' terrain)
- Northern Shield: Rocky, forested, lake-filled (bonus variety)
- Climate: Continental. Cold winters (-40°C is character-building). Hot summers. Minimal in-between.
- Natural Beauty: Expansive skies, dramatic sunsets, northern lights, and the kind of quiet that either soothes or unsettles
Infrastructure:
- Highways: Extensive grid road system (the Dakotas will feel right at home)
- Railways: Historic grain transport network
- Airports: Regina and Saskatoon international airports (international meaning "flights to Minneapolis")
- Healthcare: Universal single-payer system (Saskatchewan invented this, Canada adopted it)
- Education: Public K-12 system, two major universities (U of S, U of R)
Room for New Family Members:
| Current Area | After Adoption | Change |
|---|---|---|
| 651,036 km² | ~850,000 km² (estimated) | +30% (approximately) |
| Population: 1.2 million | ~2.9 million | +140% |
| Bedrooms: Many | Even more | Sufficient |
PART D: FINANCIAL CIRCUMSTANCES
Primary Sources of Income:
- Potash Mining: World's largest producer. The Dakotas will not lack for fertilizer.
- Agriculture: Wheat, canola, lentils, pulses. We know farming.
- Oil and Gas: Modest but present reserves.
- Uranium Mining: Significant northern operations.
- Manufacturing: Growing sector.
- Federal Transfers: We get equalization sometimes. We're not proud. It happens.
Annual Provincial Budget: ~$19 billion CAD
Debt Situation: Manageable. Not Alberta-level savings, but not Ontario-level debt either.
Ability to Support Additional Children: Confirmed. The Dakotas' combined economy would integrate without destabilizing provincial finances. Their GDP (~$80 billion USD combined) would actually strengthen our position.
PART E: PARENTING PHILOSOPHY
Approach to Raising Territories:
- Healthcare: Universal coverage, no questions asked, no bankruptcies. The Dakotas will never again choose between medicine and groceries.
- Education: Public, accessible, and available in both official languages (French immersion available, though admittedly not our specialty).
- Indigenous Reconciliation: Ongoing commitment to Truth and Reconciliation. The Dakotas share Indigenous nations with us (Lakota, Dakota, Nakota). This adoption could support cross-border Indigenous connections.
- Economic Development: Sustainable resource management, agricultural innovation, diversification.
- Cultural Integration: The Dakotas will be welcomed as they are. We won't force them to like curling immediately. That can come later.
- Sibling Management: The Twins will be treated equally. If South Dakota gets a new hospital, North Dakota gets equivalent investment. No favourites.
PART F: PREPARATION FOR ADOPTION
Steps Already Taken:
- Reviewed the Dakotas' histories, economies, and cultures
- Consulted with Manitoba (who has experience with Minnesota interest)
- Assessed healthcare integration requirements
- Prepared welcome materials (maps, metric conversion charts, Tim Hortons locations)
- Notified relevant federal authorities (awaiting response)
Training Completed:
- Cross-border governance workshops (imaginary but thorough)
- American-to-Canadian cultural translation course
- Sibling management (twins edition)
PART G: DECLARATION
I, the Province of Saskatchewan, declare that:
- The information provided in this form is true and accurate;
- I have the capacity, resources, and desire to adopt North Dakota and South Dakota;
- I understand the responsibilities of adoption and accept them willingly;
