NOTICE
The Province of British Columbia hereby formally notifies the Government of Canada of its intent to adopt:
- The State of Oregon (contiguous with existing Canadian territory, relatively straightforward)
- The State of Hawaii (not contiguous with anything except the Pacific Ocean, less straightforward)
BC acknowledges that the second adoption may raise questions. BC is prepared to answer those questions. BC has prepared a FAQ. BC has also prepared a PowerPoint. BC is very prepared.
DETAILS OF PROPOSED ADOPTIONS

RATIONALE FOR DUAL ADOPTION
British Columbia provides this Notice for dual adoption based on:
- Pacific Vision: BC sees itself as a Pacific province, not merely a Canadian province that happens to touch the Pacific. Adopting both Oregon and Hawaii would create a true Pacific family, united by ocean currents if not by geography.
- Cascadian Completion: Oregon is the missing piece of Cascadia. Everyone knows this. The bioregion demands it. The salmon demand it. The craft brewers demand it.
- Hawaiian Opportunity: Hawaii has expressed exhaustion with continental American politics. BC offers an alternative: Canadian healthcare, parliamentary democracy, and the possibility of being special within a federation rather than forgotten by one.
- Strategic Thinking: While other provinces adopt single states or twins, BC demonstrates vision by building a Pacific coalition. This is leadership. This is innovation. This is very BC.
REQUESTED FEDERAL ACTIONS
British Columbia respectfully requests that the Government of Canada:
- Acknowledge receipt of this dual Notice;
- Establish a Pacific Integration Task Force (BC will chair, obviously);
- Begin constitutional review for non-contiguous territorial adoption;
- Consult with the Royal Canadian Navy regarding Pacific patrol expansion;
- NOT consult with Alberta on this matter (they won't understand);
- Prepare for the possibility that Washington may also apply (see attached concerns);
- Consider the tourism implications (positive);
- Forward appropriate forms, ideally in both English and French, possibly also Hawaiian.
PROVINCIAL COMMITMENTS
British Columbia undertakes to:
- Fully fund the integration of both Oregon and Hawaii;
- Extend universal healthcare to both states immediately (this is non-negotiable);
- Maintain regular ferry/flight service between all three jurisdictions;
- Respect Hawaiian sovereignty concerns and support Native Hawaiian self-determination;
- Respect Oregon's desire to be weird and not commercialize it (much);
- Build a really impressive welcome centre somewhere;
- Not rename anything "New British Columbia" unless asked;
- Accept that federal transfers will be complicated.
ADDRESSING THE OBVIOUS QUESTION
Q: What about Washington?
A: Washington is complicated. Washington is geographically between BC and Oregon, which creates issues. Washington also has Seattle, which competes with Vancouver in ways that make this awkward. Washington has expressed interest in being adopted (see Form WASH-001), but BC requires time to consider whether Washington would be a good fit for our family.
Current status: Under review. Indefinitely.
