We are in the process of migrating some of the site servers into a unified drupal instance.  In this process, we are moving the content of flightplan, ducklings and communities into the pond site in an effort to simplify the authentication systems and how they operate ecosystem wide.  The consensus site will remain isolated to ensure that all polls and voting systems remain isolated for identity protection.  The other sites will be moved into a unified identity system.  Core will remain the identity provider with pond being the site ecosystem and unaware of the actual user profiles.

This decision simplifies database requirements, user ID process flows, and site administration and allows us to further develop permissions site wide.
