• Do students have safe spaces to gather, create, and connect?
• Is technology equally available, and are digital tools truly enhancing learning—or just adding distractions?

Good infrastructure opens doors. Poor infrastructure creates barriers, often for those already on the margins.

Culture: The Invisible Curriculum

You can’t see school culture on a blueprint, but you can feel it in the hallways.

• Do students feel safe, respected, and included—regardless of their background, ability, or identity?
• Are diverse voices valued in decision-making?
• Does the school celebrate curiosity, kindness, and community—or just grades and rule-following?

When policy and infrastructure support a healthy culture, schools become places where everyone can thrive. When they don’t, even the best rules and facilities fall flat.

• Should governments set standards for culture and inclusion, or does that come from within each school?
• How can students, families, and community members help build the kind of culture they want to see?
