The Question

When meaningful participation requires resources, time, expertise, and access that marginalized communities often lack, and when representation of communities is inherently contested, can community involvement be more than tokenism that legitimates decisions made by others, or does genuine participation require redistributing power that those who currently hold it are unlikely to surrender?
