Protection from online predatory behavior raises fundamental questions about children's digital participation, surveillance, privacy, and the limits of protection.

From one view, children's safety must take absolute precedence. Whatever measures are necessary to protect children from exploitation should be implemented regardless of costs to other values. Children's safety is not one value among many but overriding priority.

From another view, protection has costs that must be honestly acknowledged. Surveillance infrastructure, privacy invasion, restriction of access, and limitations on adult-child relationships all have costs. Trade-offs exist and cannot be avoided through asserting that children's safety simply trumps everything.

From another view, the question is not whether to protect children but how. What protections are effective, what their costs are, and how to achieve meaningful protection within sustainable frameworks are practical questions that require practical answers rather than assertions of principle.

If online predators have unprecedented access to children, if grooming techniques have been refined and shared to defeat children's defenses, and if exploitation occurs at scale that overwhelms enforcement capacity, can any combination of platform requirements, detection technology, law enforcement, education, and parental oversight effectively protect children from exploitation, or does the structural asymmetry between predator capabilities and child vulnerabilities mean that meaningful protection requires measures whose costs to privacy, expression, and children's own digital participation are themselves serious harms? When aggressive protection measures would require surveillance of children's communications, restrictions on their digital access, and monitoring that would not be acceptable for adults, should children's safety override children's privacy, or does protecting children from exploitation while subjecting them to surveillance simply substitute one harm for another? And if some level of exploitation is likely to persist regardless of protective measures implemented, if perfect protection is unachievable and the question is only how much harm can be reduced, how should that reality shape expectations for what protection can accomplish, how should resources be allocated between prevention that will not prevent all exploitation and support for victims whose exploitation could not be prevented, and how should societies sustain commitment to protection that will always be incomplete against threats that continue evolving faster than protective responses can adapt?
