The Challenge

Students will inherit the systems that govern their lives—healthcare, education, infrastructure, public safety—without ever learning how those systems actually work.

Civics education tells them what government does. It doesn't show them how decisions get made, or why every choice involves a tradeoff.

When graduates enter the workforce, start families, and become voters, they're asked to evaluate policies they've never had to think through. They inherit a democracy they don't fully understand.

## Overview

The simulation uses a **three-tier configuration system**:

- **Tier 1: World** - Global constraints outside Canada's control

- **Tier 2: Administration** - Multi-year government policy (4-5 year term)

- **Tier 3: Year** - Fiscal year-specific values

Later tiers override earlier ones. Access via `GameConfigService::get('path.to.value')`.

Most AI implementations fail because they ask a general-purpose model to reason about complex domains it doesn't understand. Healthcare policy. Economic ripple effects. Infrastructure dependencies. The model guesses. It hallucinates. It sounds confident while being wrong.

The Invisible Battlefield

In 2024-25, Canada's automated cyber defences blocked 2.3 trillion malicious actions—an average of 6.3 billion per day. The Communications Security Establishment responded to 2,561 cyber security incidents affecting federal institutions and critical infrastructure partners. State-sponsored hackers from China, Russia, Iran, and North Korea conducted ongoing campaigns against Canadian government networks, private sector companies, and critical infrastructure.

Following the Money

In 2025, Canada committed to its largest increase in defence spending since the Korean War. The federal government announced $84 billion in new defence funding over five years, with a target of reaching 3.5% of GDP in core military spending by 2035. The Department of National Defence budget is projected to rise from approximately $34 billion in 2024-25 to $48 billion in 2025-26—a 38% year-over-year increase.

What Does It Mean to "Defend" the Arctic?

Few phrases in Canadian political discourse carry as much symbolic weight as "Arctic sovereignty." Politicians across the spectrum invoke it, defence analysts debate it, and northern communities live within it. But beneath the rhetoric lies a complex reality: the Arctic is simultaneously a vast empty wilderness and a strategically contested space, a region of Indigenous homeland and international legal dispute, a place where climate change is creating both crisis and opportunity.

What Does It Mean When Canada "Meets Its NATO Commitments"?

In political discourse across Canada and allied nations, few phrases carry as much weight—or generate as much heat—as "meeting NATO commitments." The benchmark in question is deceptively simple: spend at least 2% of Gross Domestic Product on defence. But beneath this seemingly straightforward metric lies a complex web of history, economics, geopolitics, and competing interests that deserves closer examination.
