Housing stability is not only about whether a tenant has a lease. It also depends on whether the building is safe, maintained, solvent, and able to keep basic services operating.

A current CBC report from Thunder Bay is a supporting example: residents of a privately owned seniors’ building are facing uncertainty while the landlord deals with unpaid utility bills and dozens of fire-code violations. The local details matter, but the broader topic is national and recurring.
