FORM SK-AD7: ADOPTION PLACEMENT AGREEMENT
Agreement for the Placement of North Dakota and South Dakota with the Province of Saskatchewan
PARTIES TO THIS AGREEMENT
PLACING AUTHORITY: The United States of America, by and through its designated representatives
RECEIVING PROVINCE: The Province of Saskatchewan, a province of Canada
CHILDREN: The State of North Dakota and the State of South Dakota (jointly, "the Dakota Twins")
RECITALS
WHEREAS the Dakota Twins have consented to adoption by Saskatchewan;
WHEREAS Saskatchewan has demonstrated fitness to adopt through Form SK-AD6 (Home Study);
WHEREAS the Twins shall not be separated under any circumstances;
WHEREAS all parties agree that this arrangement serves the best interests of the children;
NOW THEREFORE, the parties agree as follows:
ARTICLE 1: PLACEMENT
1.1 The United States agrees to place the States of North Dakota and South Dakota with the Province of Saskatchewan, effective upon the completion of all legal requirements.
1.2 The placement shall be permanent, full, and irrevocable, except as provided by law.
1.3 Both Dakotas shall be placed simultaneously. There shall be no "trial period" for one without the other.
ARTICLE 2: TRANSFER OF JURISDICTION
2.1 Upon completion of the adoption, Saskatchewan shall assume:
- Full governmental authority over both Dakotas;
- Responsibility for all public services including healthcare, education, and infrastructure;
- All rights, privileges, and obligations of a parent jurisdiction.
2.2 The United States shall:
- Relinquish all jurisdictional claims;
- Transfer relevant records, archives, and documentation;
- Cooperate in the transition of federal properties and obligations;
- Not attempt to re-establish contact without Saskatchewan's consent (no drop-in visits).
ARTICLE 3: RIGHTS OF THE CHILDREN
3.1 The Dakota Twins shall have the following rights in their new family:

| Cultural Preservation | Right to maintain their existing cultural traditions, including Mount Rushmore and the State Fair |
| Sibling Connection | Guaranteed proximity to each other, forever |
| Identity | Right to maintain "Dakota" in their names |
3.2 The Dakotas shall have responsibilities including:
- Paying provincial taxes (eventually, after a transition period);
- Following Canadian law and provincial regulations;
- Learning about Canadian history, institutions, and culture;
- Trying poutine at least once;
- Not comparing everything to "how it was in America" (at least not constantly).
ARTICLE 4: TRANSITION PROVISIONS
4.1 Timeline:

4.2 Currency Transition:
- USD shall be phased out over 24 months;
- CAD shall become the official currency;
- Saskatchewan will provide exchange services during transition;
- No, we will not adopt the USD instead. That's not how this works.
4.3 Legal System Transition:
- Existing contracts and property rights shall be honored;
- Canadian law shall apply to new matters immediately;
- Existing U.S. legal matters shall be grandfathered or transitioned appropriately;
- Yes, you'll need to learn bilingual signage requirements.
ARTICLE 5: SPECIAL CONSIDERATIONS
5.1 Mount Rushmore:
- Shall be designated a National Historic Site of Canada;
- The existing faces shall remain;
- Any proposals to add Canadian figures shall require consent of South Dakota;
- Suggested additions (for future consideration only): Tommy Douglas, Louis Riel, Terry Fox;
- Sir John A. Macdonald is controversial and will be discussed sensitively.
5.2 Indigenous Nations:
- All existing treaty rights shall be recognized and respected;
- Cross-border Indigenous nations shall have facilitated movement;
- Reconciliation efforts shall continue and expand;
- The Standing Rock Sioux Reservation shall receive special consideration and support.
5.3 Sports Teams:
- Existing NCAA programs may continue (yes, even Bison football);
- Canadian Football League expansion is encouraged but not required;
- Hockey development programs shall be introduced immediately.
ARTICLE 6: VISITATION
6.1 The former guardian (United States) may request visitation according to the following terms:
- Advance notice of 30 days required;
- Visitation supervised by Saskatchewan if concerns exist;
- No overnight stays without express permission;
- No attempts to re-influence the children with American exceptionalism;
- Gifts are acceptable (no weapons, fireworks, or political memorabilia).
6.2 Montana, Minnesota, and Wyoming may visit freely as neighbouring states/provinces. They're basically family anyway.
ARTICLE 7: DISPUTE RESOLUTION
7.1 Any disputes arising from this Agreement shall be resolved through:
- Direct negotiation between the parties;
- Mediation by a neutral prairie jurisdiction (Manitoba has offered);
- Arbitration by the International Court of Prairie Relations (to be established);
- Strongly worded letters, as a last resort.
