NOTES:
Note 1: Application received. However, the Department notes that no precedent exists for this type of adoption. A new form may be required. Please await Form OTT-1247B-Rev.D(i) (Supplementary Application for Unprecedented Situations), which is currently in draft.
Note 2: Notice of Intent is missing Appendix Q-7 (Environmental Impact Assessment of Territorial Integration). This is a new requirement as of Tuesday. Please submit Appendix Q-7 in triplicate, certified by a notary public in both Canada and the United States.
Note 3: Children's Consent received. The Department notes that the children are, technically, sovereign states and their "consent" may require additional legal review. A committee has been formed. The committee will meet in 2026.
Note 4: Character References incomplete. The Department requires a reference from a FEDERAL entity, not only provincial/state entities. Please obtain a reference from Canada (the country) or the United States (the country). Individual provinces and states are insufficient for matters of this scope.
Note 5: Placement Agreement requires signature of the United States of America. The Department notes that this signature has not been obtained. Please obtain before proceeding. If unable to obtain, please file Form OTT-892-C (Declaration of Inability to Obtain Foreign Consent) along with Form OTT-893 (Request for Waiver of Consent Requirement, International Division).
PART B: REQUIRED ADDITIONAL DOCUMENTATION
To proceed with this application, Saskatchewan must provide:
- Form OTT-7732 (Declaration of Constitutional Compatibility), 4 copies
- Form OTT-7733 (Assessment of Equalization Payment Implications), 7 copies
- Form OTT-7734 (Senate Seat Reallocation Proposal), 2 copies + digital
- Form FIN-001-SK (Fiscal Impact Statement), certified by the Parliamentary Budget Officer
- Form PCO-CONST-47 (Constitutional Amendment Roadmap), endorsed by at least 7 provinces representing 50% of the population
- A letter from the Queen's representative acknowledging awareness of this situation (for file completeness)
- Appendix Q-7 (Environmental Impact Assessment)
- Appendix R-3 (Trade Implications Analysis, CUSMA/USMCA Division)
- Appendix S-1 (NATO Membership Status Clarification for Acquired Territories)
- A $47.50 processing fee (cheque payable to Receiver General for Canada, do NOT send cash)

- Interdepartmental Consultation: 12-36 months (following initial review)
- Cabinet Consideration: Subject to government priorities (no estimate available)
- Parliamentary Process: If legislation required, 2-7 years
- Constitutional Amendment: If required, 5-50 years (ref: Meech Lake, Charlottetown)
- Implementation: Following all above
Saskatchewan is encouraged to be patient. The Government of Canada is committed to processing this request with all due diligence and the speed appropriate to matters of this magnitude, which is to say, slowly.
