FORM YT-AD7: ADOPTION PLACEMENT AGREEMENT
Agreement for the Placement of Alaska with Yukon Territory
PARTIES
PLACING AUTHORITY: The United States of America
RECEIVING TERRITORY: Yukon Territory, Canada
CHILD: The State of Alaska
CO-SIGNER: Northwest Territories, Canada
INTERESTED OBSERVERS: The Russian Federation (acknowledged but not party)
RECITALS
WHEREAS Alaska has consented to adoption by Yukon;
WHEREAS Yukon has demonstrated commitment and capability despite size differential;
WHEREAS the Northwest Territories has agreed to serve as Co-Signer;
WHEREAS this arrangement serves the interests of northern peoples on both sides of the current border;
WHEREAS everyone acknowledges this is unusual but not impossible;
NOW THEREFORE, the parties agree as follows:
ARTICLE 1: PLACEMENT
1.1 The United States agrees to place the State of Alaska with Yukon Territory.
1.2 This placement shall be permanent upon completion of all constitutional and legal requirements.
1.3 Alaska shall be integrated into the Canadian federation through Yukon, with governance structure to be determined.
ARTICLE 2: GOVERNANCE STRUCTURE
2.1 Recognizing the population disparity, the parties agree to the following governance principles:
- Yukon and Alaska shall form a combined jurisdiction with shared governance
- Neither jurisdiction shall dominate the other despite population differences
- Decision-making shall be by consensus where possible
- Local matters shall be decided locally
- A new constitutional arrangement may be required; parties commit to good-faith negotiation
2.2 Possible governance models to be explored:
- Combined territory with two administrative regions
- New northern province formed from both jurisdictions
- Federation-within-federation model
- Other creative arrangements as circumstances warrant
ARTICLE 3: INDIGENOUS RIGHTS
3.1 This is the most important article.
3.2 All parties commit to:
- Respecting existing Indigenous rights, treaties, and land claims
- Consulting meaningfully with all affected Indigenous nations
- Harmonizing Alaska Native Claims Settlement Act (ANCSA) with Canadian frameworks
- Supporting Indigenous self-determination and self-governance
- Reunifying Indigenous nations currently split by the border
3.3 No provision of this agreement shall be implemented in a way that diminishes Indigenous rights.
ARTICLE 4: HEALTHCARE
4.1 Universal healthcare shall extend to all Alaska residents immediately upon adoption.
4.2 No Alaska resident shall face medical bankruptcy post-adoption.
4.3 Transition support shall be provided for healthcare system integration.
4.4 This is why Alaska said yes. Everyone understands this.
ARTICLE 5: DEFENSE AND SECURITY
5.1 Defense matters shall be negotiated between Canada and the United States.
5.2 Yukon acknowledges that Alaska hosts critical defense infrastructure and commits to working with federal authorities on transition.
5.3 Potential arrangements include:
- Continued US presence under agreement
- Phased transition to Canadian defense responsibility
- Enhanced NORAD integration
- Joint Arctic defense arrangements
5.4 Yukon commits to not making this harder than it needs to be.
ARTICLE 6: RUSSIA
6.1 Russia has no legal standing regarding this agreement.
6.2 The 1867 sale was final and irrevocable.
6.3 Russia's feelings, while noted, are not a factor in this agreement.
6.4 The parties acknowledge that Russia will be watching and commit to not being weird about it.
ARTICLE 7: ECONOMIC INTEGRATION
7.1 Alaska's economy shall integrate with Canadian systems over a transition period.
7.2 Key considerations:
- Permanent Fund dividend resolution (to be negotiated)
- Oil and gas regulatory harmonization
- Currency transition (USD to CAD)
- Tax system integration
- Trade relationship adjustments
7.3 Alaska's economic strength is an asset, not a problem.
ARTICLE 8: TIMELINE
8.1 Parties acknowledge this will take time.
8.2 Estimated phases:
- Constitutional resolution: 3-7 years
- Implementation: 2-5 years following approval
- Full integration: 10-15 years from initiation
8.3 Patience is a northern virtue. We have it.
